Section 9.
The General Officer Commanding. the Troops shall by means of regu- lations lay down conditions of efficiency to be approved by the Governor, after consultation with the Commandant, which conditions shall specify the drill and course of instruction to be attended, the musketry practice to be executed, and the proficiency to be attained before a Volunteer can be passed as efficient.

Section 11 (1).
The General Officer Commanding the Troops,
with the approval of the Governor, may at any time assemble a Court of Inquiry composed of Officers of the Volunteer Corps to inquire into any matter relative to any Volunteer Corps or to any offi cer or volunteer, and to record the facts and circumstances ascertained on such inquiry and, if so required, to report on the same for the information of the General Officer Commanding the Troops.
